Anambra State has been ranked among Nigeria’s states with the lowest multidimensional poverty rates, with the administration of Governor Chukwuma Charles Soludo pointing to its development policies as evidence of progress in infrastructure, healthcare, education and economic transformation.
According to the 2026 Global Multidimensional Poverty Index (MPI) country briefing by the Oxford Poverty and Human Development Initiative (OPHI), Anambra recorded a multidimensional poverty rate of 9.6 per cent, placing it sixth among Nigeria’s 36 states and among the five states reportedly recording rates below 10 per cent.
The ranking has renewed attention on the state’s development agenda under Soludo, who assumed office on March 17, 2022, with a commitment to transform Anambra into a prosperous, liveable and technologically advanced state.
The report places Lagos at 3.7 per cent, Edo at 4.9 per cent, Rivers at 7.2 per cent, Ogun at 7.5 per cent and Ekiti at 9.5 per cent, ahead of Anambra.
For the Soludo administration, the figures provide an opportunity to highlight the relationship between public policy, infrastructure development and improvements in people’s living conditions.
However, multidimensional poverty reduction involves more than economic growth. It requires sustained improvements in access to healthcare, education, electricity, clean water, sanitation, adequate housing and other essential services.
These are the areas the Anambra government says it has prioritised through its development agenda.
People’s Manifesto Drives Development Agenda
At the heart of Soludo’s governance philosophy is the People’s Manifesto, which outlines the administration’s priorities across five major areas: security, law and order; infrastructure and economic transformation; human capital development and social agenda; governance and value system; and the environment.
The administration has maintained that coordinated interventions across these sectors are essential to improving living standards and creating opportunities for residents.
Rather than treating poverty solely as a problem of insufficient income, the approach recognises the importance of public infrastructure, access to social services and an enabling business environment in determining people’s quality of life.
The reported poverty figures have consequently placed the spotlight on how these policies translate into measurable improvements for households across the state.
Road Infrastructure Targets Economic Growth
One of the administration’s major priorities has been road construction and rehabilitation.
Upon assuming office, Soludo declared a state of emergency on roads, citing the need to improve connectivity, facilitate commerce and address infrastructure deficiencies across Anambra.
According to figures cited by the administration, more than 1,000 kilometres of roads have been awarded, while 751 kilometres have been completed across the state’s 21 local government areas.
The projects are intended to improve access between communities, markets and commercial centres, particularly Onitsha, one of the Southeast’s major trading hubs, and Awka, the state capital.
Improved road networks can reduce transportation costs, ease the movement of agricultural produce and manufactured goods, and help businesses reach wider markets.
For rural communities, better roads can also improve access to schools, healthcare facilities and other essential services.
These potential benefits make infrastructure development an important component of efforts to reduce poverty and expand economic opportunities.
Free Maternal Healthcare Targets Vulnerable Families
Healthcare is another major component of the administration’s social development agenda.
The state government’s free antenatal care and delivery services for pregnant women are designed to reduce the financial burden of childbirth and improve maternal and infant health outcomes.
For low-income households, the cost of medical care can place considerable pressure on family finances, sometimes forcing difficult choices between healthcare and other basic needs.
Reducing these costs can help vulnerable families access essential medical services while contributing to healthier mothers and children.
The administration has also highlighted the construction, rehabilitation and equipping of healthcare facilities as part of its efforts to strengthen service delivery.
Sustained investment in primary healthcare, qualified personnel, essential medicines and properly equipped facilities will remain critical to ensuring that these initiatives deliver lasting benefits across the state.
Digital Transformation and Education in Focus
As technology increasingly shapes economic activity, access to digital tools and skills has become an important consideration in development planning.
The Soludo administration has placed emphasis on digital transformation, with initiatives aimed at improving the ability of students, entrepreneurs, teachers and public servants to participate in the modern economy.
The distribution of laptops to teachers and public servants is among the measures highlighted by the administration as part of its efforts to promote digital inclusion and improve productivity.
Digital access can support teaching, learning, business operations and public service delivery. However, its long-term impact depends on reliable electricity, internet connectivity, digital literacy and the effective use of technology.
For Anambra, expanding these opportunities could help young people and small businesses access new markets, acquire relevant skills and compete in an increasingly technology-driven economy.
Fiscal Discipline and Sustainable Development
Beyond infrastructure and social services, fiscal management has also featured prominently in the administration’s development narrative.
The government has presented its approach to public borrowing and expenditure as an effort to maintain financial sustainability while pursuing ambitious development objectives.
The article also cites BudgIT assessments that reportedly place Anambra among Nigeria’s five leading states in fiscal sustainability.
A sustainable fiscal position can provide governments with greater flexibility to fund essential services, maintain infrastructure and respond to economic challenges without placing excessive pressure on future budgets.
Nevertheless, the overall effectiveness of fiscal policy must also be assessed through budget implementation, transparency, the quality of public expenditure and the measurable benefits delivered to citizens.
The challenge for the state is to ensure that financial discipline continues to support development projects while protecting funding for healthcare, education and other essential services.
Equitable Development Across Communities
Another important element of the administration’s approach is its stated commitment to distributing development projects across Anambra’s communities.
With 21 local government areas, ensuring that rural and urban residents benefit from public investment remains an important test of inclusive governance.
Projects that improve access to roads, schools, healthcare, electricity and economic infrastructure can help reduce disparities between communities and expand opportunities for people who might otherwise be left behind.
For such interventions to achieve their full potential, however, the government must sustain implementation, maintain completed projects and ensure that public resources are directed towards areas of greatest need.
The ultimate measure of success is not simply the number of projects awarded or completed, but the extent to which they improve people’s everyday lives.
Beyond the Poverty Rankings
Anambra’s reported 9.6 per cent multidimensional poverty rate places the state in a notable position in the national ranking cited in the 2026 MPI briefing.
For the Soludo administration, the figure reinforces its argument that coordinated policies on infrastructure, healthcare, education, technology and public finance can contribute to better development outcomes.
Yet, a single poverty indicator cannot capture every aspect of economic wellbeing. Household incomes, employment opportunities, food security, access to essential services and differences between communities also matter in determining whether residents are experiencing meaningful improvements.
Continued monitoring of these indicators will therefore be necessary to establish the depth and sustainability of the reported progress.
Ultimately, Anambra’s development experience offers an opportunity to examine how state-level policies can address the multiple disadvantages associated with poverty.
The real test will be whether the reported gains translate into lasting improvements in living standards, broader economic opportunities and better access to essential services for residents across the state.
For Governor Soludo and his administration, sustaining that progress will require consistent policy implementation, transparent public spending and measurable results that reach ordinary citizens.
